Food dependency is literally the oldest trick in the book for governments to control mass population.
Remember in the Bible how Pharoah was able to confiscate the property and enslave the entire population of Egypt by controlling the distribution of food? Genesis 47:13-25 (and notice how they were positioned to "demand" and eagerly pursue their own enslavement...)
When all their money was spent they came and demanded “Give us food!"
They then gave their cattle in exchange for food, and when all the cattle were given to Pharoah, they came and demanded “Give us food! Buy us and our land in exchange for food!"
They then gave up their property and sold themselves into slavery in exchange for food and said: “You’ve saved our lives,” they replied. “If it pleases you, your Excellency, we’ll be Pharaoh’s slaves.”
